Throughout the development phase of the Heaths to Sea project, we have been involving a wide range of local people in shaping priorities for the Landscape Recovery proposals, and we plan to continue collaborating in this way for the delivery phase of the project.
Our proposals are now being assessed by Defra for consideration for long-term funding.

Hearing from you
During the development phase of the Heaths to Sea project, we have been gathering information and views from a wide range of people who have a stake in our proposals for the Lower Otter Valley.
We established a Stakeholder Communication Advisory Group (SAG) to help steer this phase of the project. The SAG brought together representatives from local government, local parish councils, land managers, and a range of private and environmental organisations with an interest in the landscape and the environmental, social and economic benefits it supports.
On 15 October 2024, we held a stakeholder workshop. 36 participants representing businesses, community groups, heritage and education, land users, nature organisations and land managers took part in a one‑day workshop, sharing their knowledge of the lower Otter Valley, identifying what was already working well, and discussing what more could be done by working effectively together.

We then invited local communities and visitors to the lower Otter valley to share their thoughts on the Heaths to Sea project plans.
During February and March 2025, we ran a six‑week programme of public engagement events to discuss the project with the public. Alongside these events, we also ran a survey to capture views more widely. Thank you to everyone who took part. All survey responses and discussion points from the events were collated into a report and considered as part of the development of the project plans.
In July 2025, we held a Public Forum at Bicton EaRTH. This included an exhibition sharing draft high-level plans for more than 20 years of land management activity aimed at encouraging nature recovery across the diverse landscape of the lower Otter Valley, as well as talks by the Heaths to Sea team and expert ecological, hydrological and heritage consultants. For this event we displayed exhibition posters outlining the draft plans.
We also held walks, talks and other events throughout the development phase of the project, with regular updates included in local parish magazines.
